Meeting Minutes for 07/18/08 19:00:00 | GREENBRIER POA BOARD MEETING MINUTES 7/17/08 7:00 p.m.
Attendance: Scot Kerns, Carl Renoud, Rick West. Absent: Kurt Arras, Dale Godfrey. Other attendance: Mark Stephen Minutes of the 6/19/08 Board meeting were approved as written.
Treasurer?s Report: Budgeted and actual YTD spending was reviewed. Expenses continue tracking to plan.
Committee Reports: Architectural ? No report Streets & Lights ? No report. Landscape ? Jeff Milburn, who has been handling our landscaping, has now been hired by Belle Trace I to handle their landscaping requirements. Hence, now all entrance landscaping is being handled by the same landscape service.
OLD BUSINESS
1. Dues Payment Status and Actions to Collect Delinquent Dues ? The list of delinquent homeowners was provided to Kurt Arras. 10 homeowners are not fully paid (3 have not paid anything). Kurt Arras is to write letters providing a last and final notice to homeowners delinquent in their dues payments. Failure to receive prompt payment will result in liens being placed on the homes. OPEN
2. Pond Maintenance ? Bids are being solicited for clearing the pond outlet with the work to be done late summer or early fall. Efforts will be made to improve the brush-hogging service around the pond while still doing so at a ?reasonable? expense. No firm date has yet been provided by the City to increase the height of the existing energy dissipaters as well as install additional dissipaters ?upstream? of the current dissipaters at the SE inlet. We still anticipate that this work will be completed yet this summer. OPEN
3. Entrance Water Service ? No word yet from Belle Trace I regarding the refund of moneys we paid them for what was supposed to have been a joint responsibility between our two property owners associations for water service this past winter. OPEN
4. Architectural Committee & Landscape Plans ? After much discussion, it was unanimously agreed that ?landscape plans? (including requirements for trees, sodding from rear lot line to street, and landscaping materials of at least $1,000) as defined in the Covenants were meant to pertain to newly constructed homes prior to transfer of title to new homeowner(s). Related landscaping activities by each owner subsequent to this are not subject to Architectural Committee review and approval. However, plans pertaining to hardscape, wood/metal/plastic fences, antennas, temporary structures & outbuildings, and other construction attached to the house still require approval and are to be submitted to the Architectural Committee for approval prior to the commencement of construction. Requests for approval should be made in writing to Mark Stephen, chairperson, at okropeman1@aol.com. OPEN
NEW BUSINESS
1. Alert Neighbors Program ? Suspicious activity by outsiders continues to be observed in our neighborhood. We will invite sponsors of the Alert Neighbors Program to attend our summer neighborhood party now scheduled for August 24th. The formal introduction to the program (with necessary training) will be scheduled for a general GPOA meeting later this summer. OPEN
2. Summer GPOA Meeting - It was decided to postpone a summer general GPOA meeting until September. Scheduling and notification requirements have indicated that September would be a better month for the meeting. OPEN
3. Architectural Committee Change - Mark Stephen has volunteered to chair our GPOA Architectural Committee. CLOSED
4. Summer Neighborhood Party ? Rick & Sharon West will again host our summer neighborhood party on Sunday afternoon, August 24th from 5-7 p.m. Details will be communicated in the neighborhood newsletter. OPEN
5. Newsletter ? The first newsletter to be published in conjunction with support from David Hagler (Re/Max) will be distributed later this month. Topics appropriate for the newsletter were reviewed and discussed by the board. OPEN
The next board meeting is scheduled for Thursday 8/21/08, 7:00 p.m. at Scot Kerns? house.
